AI-Native Control in 6G NTN-V2X: Scheduling, Mobility, and Cross-Domain Orchestration

ABSTRACT
Non-terrestrial networks (NTNs) transform vehicleto- everything (V2X) communication, a key component of future transportation systems, into a fundamentally different control regime. In NTN-V2X systems, intermittent link availability, rapidly evolving topology, and tightly coupled terrestrial and non-terrestrial mobility challenge conventional reactive control mechanisms, which cannot anticipate visibility transitions, latency variations, or cross-domain constraints affecting service continuity. This paper advances an AI-native control perspective in which AI capabilities provide decision intelligence within the control plane rather than serving as auxiliary performance enhancements. Focusing on AI-based scheduling, mobility prediction, and cross-domain resource orchestration, it illustrates how these functions enable predictive control under uncertainty, restore observability over future system states, and coordinate heterogeneous resources across domains. The resulting controlcentric framework aligns with 5G-Advanced (5G-A) evolution and emerging 6G standardization, positioning AI-native control as a key enabler of scalable, interoperable, and reliable NTN-V2X systems.
