A Semantic Decision-Support Framework for Personalized Academic Spin-Off Development
21st International Workshop on Smart Media Adaptation, AI & Personalization (SMAP 2026), November 19-20, 2026, Mystras, Greece
ABSTRACT
Academic spin-offs play an important role in transforming university-generated knowledge into innovation and entrepreneurial activity, yet their development depends on heterogeneous and interrelated evidence concerning technology, markets, organizational capabilities, finance, institutional support, and ecosystem conditions. This evidence is typically distributed across multiple actors and data sources, making it difficult to convert into coherent and actionable support decisions. This paper proposes a semantic decision-support framework for personalized academic spin-off development. The framework combines semantic knowledge representation, AI-supported evidence analysis, and explainable recommendation logic in order to connect observed conditions with development gaps, support needs, ecosystem actors, and targeted interventions. A conceptual semantic model is defined through core classes and relations, while AI-supported mechanisms such as natural language processing, classification, clustering, and knowledge graph analysis are positioned as analytical components for interpreting heterogeneous evidence. The resulting recommendations remain traceable through explicit reasoning paths linking evidence, gaps, support needs, and interventions. An illustrative application shows how market, organizational, financial, and ecosystem-related deficiencies can lead to differentiated support actions rather than generic recommendations. The proposed framework therefore provides a structured and human-centric basis for personalized decision support in academic spin-off development and can support technology transfer offices, incubators, and innovation intermediaries in designing more targeted intervention pathways.
